This is the maximum organism of the government and direction of the University that is in charge of defining academic policies, as well as those of administrative, financial, contracts and planning for the institution and watchful so that the management of the university is developed according to the legal dispositions of the General Statute, the institutional politics, the Development Plan and the other internal norms.

This committee is in charge of the socialization of projects of an institutional and planning of strategies aspect for the fulfillment of the institutional policies.  It emits concepts on the viability of academic, economic, financial and administrative matters supported by four assessor committees that are:

• The Internal Control Committee
• The Technical Assessment Commission
• The Personnel Commission
• The Purchase and Licitation Committee

This Council is made up of: the Office of Planning, Management of Human Resources, Financial and Administrative Division, Judicial Assessment, Deans of Faculties, Assistant Deans of Social Interaction, Investigations and The Academic Assistant Dean.

This is the maximum authority in charge of establishing policies that rule the academic process seeking to process these with ethics and transparency.  Also it solves the differences between professors and students to transcend the area of the faculties and the competences of the Faculty Council.

It functions as an assessment organism for the Superior Council in the making of decisions related to the Academic part and the body of professors.
